Official Standing Rules

The Annual Council Meeting is a time to come together in fellowship and celebration of girls! To help you understand how the meeting is conducted, here are some of the “standing rules” used to guide the Annual Council Meeting:

  1. Wear your delegate badge for easy identification.
  2. Only delegates may speak.  Delegates wishing to speak shall rise, be recognized by the chair and state their name.
  3. A motion offered by an individual delegate shall be in writing and shall be sent directly to the secretary.
  4. No one shall speak in debate more than once, unless all others wishing to speak have had their turn.
  5. There shall be a two-minute time limit for each speaker.
